煤炭生产企业统计数据质量控制与评估体系研究

    Research on the Statistical Data Quality Control and Evaluation System of Coal - producing Enterprises

    • 摘要: 煤炭作为我国重要的基础能源,其生产数据的准确性和可靠性对于国家能源战略制定、行业监管和企业经营管理至关重要。然而,当前煤炭生产企业统计数据质量仍存在数据失真、报送不及时、指标口径不一致等问题,严重制约了数据的有效利用。为解决上述问题,本文以煤炭生产企业为研究对象,围绕统计数据质量控制与评估体系展开研究。首先,阐述了统计数据质量的概念、特征和理论基础,分析了影响煤炭企业统计数据质量的关键因素。其次,构建了包含组织架构、制度规范、技术手段和人员培训在内的煤炭企业统计数据质量控制体系,并针对数据采集、处理、存储、分析和发布等关键环节提出了具体的质量控制措施。再次,建立了涵盖准确性、及时性、完整性、一致性和可解释性等维度的煤炭企业统计数据质量评估指标体系,并采用层次分析法和模糊综合评价法构建了质量评估模型。

       

      Abstract: Coal, as an important basic energy source in China, the accuracy and reliability of its production data are of great significance for the formulation of national energy strategies, industry supervision, and enterprise operation management. However, currently, there are still problems such as data distortion, untimely reporting, and inconsistent indicator calibers in the statistical data quality of coal - producing enterprises, which severely restricts the effective utilization of data. To solve the above - mentioned problems, this paper takes coal - producing enterprises as the research object and conducts research on the statistical data quality control and evaluation system. Firstly, it expounds on the concept, characteristics, and theoretical basis of statistical data quality, and analyzes the key factors affecting the statistical data quality of coal enterprises. Secondly, it constructs a statistical data quality control system for coal enterprises, which includes organizational structure, institutional norms, technical means, and personnel training, and puts forward specific quality control measures for key links such as data collection, processing, storage, analysis, and release. Thirdly, it establishes a statistical data quality evaluation index system for coal enterprises that covers dimensions such as accuracy, timeliness, integrity, consistency, and interpretability, and constructs a quality evaluation model using the Analytic Hierarchy Process and the Fuzzy Comprehensive Evaluation Method.
