云南煤矿智能化发展政策演进与产业响应研究

    Policy Evolution and Industrial Response in the Intelligent Development of Coal Mines in Yunnan Province

    • 摘要: 在国家煤矿智能化战略推进背景下,云南省因其复杂地质与中小型矿井为主的产业格局,成为研究边疆地区产业转型的重要案例。本文系统梳理了该省智能化政策与实践,揭示其经历从早期分散跟进、系统化部署到与绿色发展和产业升级深度融合的三阶段演进。研究表明,其政策逻辑实现了由被动响应向主动创新的转变,形成了目标务实、工具协同的本地化响应模式。实践中,国有煤矿与民营煤矿因驱动逻辑与资源禀赋差异,分别形成了系统推进范式与效率优先范式,二者功能互补。然而,全面推广仍面临技术适配难、企业能力不均、系统与管理融合不足及本土生态薄弱等挑战。未来需在精准政策、适用技术、内生生态及管理变革等方面协同推进。

       

      Abstract: Against the backdrop of the national intelligent coal mine strategy, Yunnan Province has emerged as a significant case for studying industrial transformation in frontier regions, owing to its complex geological conditions and industrial structure dominated by small and medium-sized mines. This paper systematically reviews the intelligent policy framework and practical developments in the province, revealing a three-stage evolution from initial fragmented follow-up, through systematic deployment, to deep integration with green development and industrial upgrading. The study indicates a shift in policy logic from passive response to active innovation, resulting in a localized response model characterized by pragmatic goal-setting and coordinated policy instruments. In practice, driven by distinct logics and resource endowments, state-owned and private coal mines have respectively developed complementary paradigms—the former emphasizing systematic advancement, and the latter prioritizing efficiency. However, widespread adoption still faces challenges such as difficulties in technology adaptation, uneven enterprise capabilities, insufficient integration between systems and management, and a weak local industrial ecosystem. Moving forward, coordinated efforts are needed in targeted policies, adaptive technology, endogenous ecosystem cultivation, and management transformation.
